Tongji Law School Successfully Hosted the 15th International Humanitarian Law Moot Court Competition

The 15th International Humanitarian Law Moot Court Competition was successfully held at Tongji University from December 11 to 12, 2021. The competition was co-hosted by the East Asia Representative Office of the International Committee of the Red Cross and Tongji Law School. Teams from 57 universities across the country participated in the competition, 32 of which entered the oral competition.

Due to the impact of the epidemic, the preliminary round, semi-finals and finals of this competition were held online, and the closing ceremony and award ceremony were held online and offline. The entire activity was conducted in English. During the two-day oral competition, 32 teams played a total of 40 games, and more than 60 experts and scholars served as judges for this competition. More than 50 students from Tongji Law School, School of Civil Engineering and other schools participated in this activity as volunteers of this competition.

After two days of competition, the Tongji University team finally won the championship, and China University of Political Science and Law and Jilin University won the runner-up and third place respectively. The three teams are eligible to participate in the 20th Asia-Pacific Inter-University Red Cross International Humanitarian Law Moot Court Competition in 2022, co-organized by the Hong Kong Red Cross and the International Committee of the Red Cross.

The closing ceremony and award ceremony of the competition were held online and offline. Prof.WU Guangming, Vice President of Tongji University, Mr.LIU Daqun, Judge of the International Residual Mechanism for Criminal Tribunals (MICT), Ms. Graziella Leite Piccoli, Deputy Director of the International Committee of the Red Cross Regional Delegation for East Asia, Raphael GONCALVES ALVES and Dr.LIU Xinyan, Legal Counsels for the International Committee of the Red Cross Regional Delegation for East Asia, Dr.LU Zhian, Associate Professor of Fudan University Law School, Prof.XU Hong, Secretary of the Party Committee of the School of Political Science and International Relations of Tongji University, Prof.WU Zhijun, Deputy Dean of the Undergraduate School, Prof.WU Weimin, President of Tongji Law School, and representatives of teachers and students of Tongji University attended the closing ceremony and award ceremony. Prof. JIANG Huiling, Dean of Tongji Law School, presided over the closing ceremony and award ceremony.

Prof.WU Guangming said at the closing ceremony that Tongji University was honored to host a competition with the largest number of participating teams in the 15-year history of this competition. The students showed a solid legal foundation and strict legal logic in this competition, and let us see the future justices and lawyers who are well versed in international law from among you, contributing to world peace, harmony and security. He hoped that the event would become a lasting platform for the dissemination of IHL and even international law ideas, and a lasting platform for the integration and exchange of legal talents at all levels.

Ms.Ge Ci, Deputy Director of the East Asia Region of the International Committee of the Red Cross, extended warm congratulations to the participating teams at the closing ceremony. She said, "The ICRC Moot Court is the first large-scale event organized by the ICRC East Asia delegation in Beijing. Over the past 15 years, from the initial 8 teams to this year's 57 teams, we have witnessed the continuous growth of the event. The IHL Moot Court has become the flagship event for the promotion of IHL in China, and has been recognized by more and more students, scholars and legal practitioners.” Deputy Director Ge Ci express her heartfelt thanks to Tongji Law School for successfully hosting this competition.

Mr.LIU Daqun, Judge of the International Residual Mechanism for Criminal Tribunals (MICT) and former Deputy President of the International Criminal Tribunal for the Former Yugoslavia of the United Nations, pointed out in his speech that the IHL moot court can not only play a publicity role for the International Red Cross and IHL, but also play a role in promoting international humanitarian law. It is an important way to cultivate outstanding foreign-related legal talents and reserve talents of international law. Previous contestants have served in international organizations, including the International Criminal Court. Although affected by the epidemic, this competition had to be held online, but the students still showed their superb English skills and profound legal skills, which brought us a wonderful competition.

Tongji University is a famous institution with a century-old history. Its legal education has a long history. As early as 1914, there were law and political students who transferred from Qingdao Special College. In 1945, Tongji University officially established the Law School, which is famous for its research and teaching of continental law. Later, the Law School was merged into Fudan University due to the adjustment of the national departments, and the legal education of Tongji University was temporarily suspended. In January 1993, Tongji University resumed the establishment of the Faculty of Grammar and Law; in 1994, the Faculty of Law was restored and enrolled undergraduates majoring in law that year. Since 1998, in cooperation with the German Academic Exchange Center (DAAD), the Department of Economic Law has been established in the Sino-German College of our school. In 2009, Tongji University integrated the resources of various faculties and departments and restored the legal system. The 15th International Humanitarian Law Moot Court Competition is the largest and highest-level large-scale discipline competition organized by Tongji Law School since its reconstruction. It is the first year of Tongji Law School’s “restart in three quarters of a century”. Following the approval of the first-class undergraduate major, the approval of the Shanghai Artificial Intelligence Social Governance Collaborative Innovation Center, and the Tongji Forum, it becomes another landmark project for talent development.
